AppStylist for ASP.NET forum is in a rather confused state

If you open the AppStylist for ASP.NET forum:

http://www.infragistics.com/community/forums/172.aspx

You get the search box but the new post button is missing. However, if you click on some of the discussions listed, you can see they were posted to the forum. There is a rather perplexing "WSL Discussion" which says is for Web Forms Design talent.

So how does one post to the AppStyList forum?
