Logs have been sent. We have the issue in both Dev and QA. I believe this is a settings issue on our side but our team does not know what setting to look into.
So the question is: If User A and User B can both access SP via Safari on the same device but only User A can access SP via SharePlus on that device, what settings or permissions do we need to add/adjust to User B to get SharePlus to work?

Where did you send the logs? Was it through the app's issue-reporting feature that you sent them?
They went to 'mobileapps@infragistics.com'
The solution to the issue you are facing is to completely uninstall the app and then re-install it.
Please let me know if you have any other questions about this.
This does not improve anything.
I saw in your support ticket that Michael D had recommended to delete the app, and try again with the provided credentials but selecting Web Login.
Were you able to try this? Apparently, Michael can't reproduce the 403 error.
