Since WebDataGrid control has different architecture than UltraWebGrid the DisplayLaout property is not available in the new grid`s architecture. Instead, the behaviors of WebDataGrid could ne customized via the Behaviors collection. Multiple behaviors could be combined according to your needs. The control loads only the client side java-script for the behaviors that are added on the server side. Some further reference about behavior of WebDataGrid could be found at:

Replacements of the behaviors mentioned in your code snippet are listed below:
Column Resizing

Editing and especially RowAdding
Column Grouping feature is not available for WebDataGrid. However, WebHierarchicalDataGrid supports this feature. Some further reference abput this behavior could be found at:

WebHierarchicalDataGrid is perfectly capable of displaying flat data so if this feature is crucial for you the WebHierarchicalDataGrid could help you achieve your requirement.
