Is there a way to stop the ribbon from moving between groups etc if the mouse if over the ribbon and the user scrolls with the mouse?
No, there is no way to turn off this functionality because line 223 of the Office 2007 UI Guidelines states "Scrolling down with the mouse scroll wheel MUST navigate to the tab on the right of the currently selected tab. Scrolling up MUST navigate to the tab on the left of the currently selected tab."
