Based on your previous posts I assume that the technology which you are referring is Windows Forms. In order to enable touch support for UltraToolbarsManager you should set TouchEnabaled property to true, more information about this property you will find on the following link:

UltraToolbarsManager does not move mouse cursor anywhere so the current behavior which you are describing must be implemented in your application. If you want to move mouse courser via C# code you should use following line
Cursor.Position = newCursorPosition;
