We have our application running fine in IE 8 , We have tested it in IE 11 and there are some controls like UltraWebGrid that does not look good, the headers look different than in IE 8.
We are using Visual Studio 2008, And we will continue using that VS to develop our Application.
In order to make our Application looks correctly in IE 11, What version of Infragistics do we need to upgrade to ?

The old retired controls like UltraWebGrid does not support IE11 and have never been designed and tested with it as expected. In order to fully support IE 11 you should upgrade to .Net Advantage 13.1 or later, as stated at http://www.infragistics.com/support/supported-environments
However the old controls like the UltraWebGrid are retired since 11.2. This generally means that upgrading to 13.1 will lead to migrating from UltraWebGrid to the new WebDataGrid control.
