Thanks for the fast information, but it does not suit my needs as UltraDataGrid support from 14.2 version onwards.
I am in a situation where i cannot used this version. I am using 11.2 version in the product for which we need this control.
Is it any possibility to use any other control which is available in 11.2 version where i can meet the requirement

Please take a look at UltraChart, which is the older chart control and should be available to you in 11.2.

I am trying to create the graph as mentioned using the UltraChart, but i am not able to create the same.

The chart should be as shown in the picture when no data is loaded. And when data is enable to read then it should be as Line/Spline.
I have determined that it is not possible to render a normal ScatterChart without data bound to it. I believe this feature may be possible using a Composite Chart, so I will continue investigating to determine for sure. You can expect my results within 24 hours of this post.

I've investigated a few strategies that might accomplish the two requirements I see in your post:
1. Blank axes should be shown when no data is loaded into the chart.
2. The chart axes should be centered in the chart area.
The chart is not designed to render with no data loaded. But it may be possible to load a "false" data series and set it to transparent. This should give you the effect of the empty chart with axis rendered before you have data to render in the chart. You can then load your true series into the chart as needed. I will continue investigating this to see if I can make this option work.
