I'm trying to view Excel Services reports on our SharePoint site using SharePlus Lite and the conditional formatting doesn't appear. Direct formatting works, but not conditional.

Thank you for posting at IG forums!
SharePlus uses an iOS native viewer for documents. This has limited functionality and compatibility with document format. This means you won't be able to see conditional formatting if you preview the document in Share Plus.
I recommend you open these documents in a 3rd party app like Quickoffice or DocsToGo.

For others, had set up the alternate access mapping wrong so the interface was expecting https instead of http. Works now. Thanks for the feedback. Drywall Contractor

They suggest trying to save the file in OneDrive, opening it in Excel Online, and seeing if the issue is reproduced. Another workaround to show the description of subsites in Shareplus is to customize the view of the subsite list or add a "Highlighted content" web part to a modern page in SharePoint Online. drift boss
