In WebDropDown, EmptyFilterBehavior should not default to CompleteItemsList .
I just upgraded to 11.1 from 9.2 and this was causing me a huge performance hit and took me a while to find since EmptyFilterBehavior wasn't in 9.2.

It's default value is as such , in order to avoid breaking changes. It was always defaulting to this value in previous releases, this is a new property.
