I had v15 installed and just installed v16.2
My code uses UltraWinToolTip and UltraWinProgressBar but there is no reference available for the ToolTip and ProgressBar. Where did they go from v15 to v16.2???

I'm not sure what leads you to believe that these assemblies are not available, but they are, of course, still included in the suite. We would never remove controls from suite.
What, exactly, is the problem you are seeing? Did you upgrade your project to point to the new versions of the assemblies?
I did not think that they were removed. My issue is finding the correct reference to include in the project when I want the following:
Infragistics.Win.UltraWinToolTip.UltraToolTipManager and
Infragistics.Win.UltraWinProgressBar.UltraProgressBar
Most of the controls have their own reference, the 2 above don't so they are difficult to find. I just got put on a project that was using v15.2 and they want to upgrade to 16.2.
I removed all of the v15.2 references and started adding v16.2 references. I could not find the tool tip or progress bar references. I have since gone back to v15.2 and it is working fine. I will have to eventually determine which references to add when I switch to v16.2 in the near future.

The UltraToolTipManager and the UltraProgressBar are both in the "Win" assembly. So you need these two assembly references in your project:
Infragistics4.Shared.v16.2
Infragistics4.Win.v16.2
