I try to use CASPOL.EXE but the result is the same.
I upgrade my application to Infragistics 2008.3 and this problem is solved. Application run fine every times.

Is "Local security setting -> Local Policies" or "Account Policies" in win 2k3 administrative tools-> local security policies?
if yes, what items should I set ?

Did the thread I mentioned in my previous post help? Have you checked security settings on the computer to see if any of them make a difference?
If this didn't help, then it may take some research to find out what's going on . You should submit a support request so that a Developer Support Engineer can look into this in more detail. I suggest you mention this thread, to let the Developer Support Engineer know what you've tried.
