When my window with ribbon starts, the ribbon tabs are good to scroll by mouse wheel.

But, after a few operations in the window, the tabs cannot be scrolled by mouse any more, even if I cancel all the focuses on the controls in my window, even if I click the tabs again and again.

How can I keep the tabs always scrolled by mouse? Did I miss something to set the tabs?
