I have few forms through out the software that have the same behavior in terms of the issue. It happens on my machine (development environment) and all the other machines that software have been installed.
All the forms have to ribbon that is working and displaying all the features absolutey fine, once it opened. When the form is been minimized and opened again, top ribbon is gone. Only white blank square is displayed where the ribbon suppose to be.
I tried to click or drag on the white blank area, but nothing happens.
I am developing software with VB.NET 2012 using Infragistics 12.1 on Windows 8 machine.
Is this a bug in the ribbon? We are working with Infragistics for a long time now and we never had this issue. It started to happen recently. Any thoughts?

Just tried Rasa's sample VB app with the Office2007Black.isl file using Infragistics 13.1 and the Ribbon is not rendered when resizing Form2, so the issue is still there in 13.1
I'm attaching a video showing the issue and my OS and video card info. If it helps, I have .Net Framework 4, 4.5 and 4.5.1 installed.

From the video that you've uploaded, it seems that you are using Infragistics 13.1 Service Release 1001 and after further research I found that there was such development issue with id 141224 in Infragistics 13.1 Service Release 1001. This issue was fixed in the latest service release of Infragistics 13.1 and 12.2. So please upgrade to the latest service release of Infragistics 13.1 or 12.2, if you do not have active key for some of those version and you want to evaluate it, please let me know in order to create case for you and to provide you trial version of this service release, in order to be able to evaluate it.
I am waiting for your feedback.
we purchased Infragistics 15.1, we are also facing the above mentioned issue and issue is not resolved in this version.
Need your support to resolve this issue.

I have tested UltraToolbarsManager - Ribbon is blank after minimizing form and bringing it on the screen issue and was unable to reproduce the behavior you're describing. This issue is already resolved and is not happening in 15.1 and later versions. I have tested this issue using 15.1.1000, 15.1 latest SR, 16.2.1000, 16.2.latest SR.
I have attached the sample project I used to test this. Please test this project on your PC; whether or not it works correctly may help indicate the nature of this problem.
If the project does not work correctly, this indicates either a problem possibly specific to your environment, or a difference in the DLL versions we are using. My test was performed using version <15.1.20151.1000> in < 2015 Vol1>.
If the project does show the product feature working correctly, this indicates a possible problem in the code of your application. It will help if you can provide a small, isolated sample application that demonstrates the behavior you are seeing.Or, if this sample project is not an accurate demonstration of what you're trying to do, please feel free to modify it and send it back, or send a small sample project of your own if you have one.

Attached project included version 16.1 Dlls. We are using Version 15.1, VS2010 and Win 64bit. Please build the project with mentioned configuration and share it agian.
