I want to enable/visible a control(label/textblock) when XamTileManager VerticalScroolbar is visible. But I am unable to find the scrollviewer/scrollbar of XamTileManager.
Can you please help me on this.

You can use the XamTileManager's loaded event and get the visual children of XamTileManager which are of type Scrollbar, then check for the orientation, which in this case should be vertical. After you get the Scrollbar you will be able to hook to its IsVisibleChanged event and use the visibility to set your element's IsEnabled property.
Please find an attached sample of this functionality with button used to be enabled/ disabled, depending on the Vertical Scrollbar visibility, which is changed when XamTiles are maximized/ minimized.
I need to fix within xaml. I want to enable a label based on xamtilemanager scrollbar.
In order to achieve the functionality you are looking for, you will have to use some form of C# code. You can use for example behavior or inherit the XamTileManager class and implement a custom property.
