I am using ICollectionView as ItemsSource for XamDataTree but I am unable to drag and drop nodes from one another. It works fine If I change the ItemsSource to an ObservableCollection, Is the feature not supported with ICollectionView ?

Thank you for contacting Infragistics. I've done some investigating and wrote a sample demonstrating one way to get this working correctly, via the XamDataTree's NodeDraggingStart and NodeDragEnd events.
