Hello,
since I add the title bar style with the RibbonMenue from the UltraToolbarsManger I got too much Space
on the button and the right hand side.
I was tried to set the dock property from Fill, Parent ... a lot of combinations.
At last I find out that the spaces disappear, if I set FormBorderStyle from the PopUp window to none.
But then the Close button from the Ribbon menu doesn't work...
The tabs were an UserControl witch I add on creation with the setting Dock.Fill.
On Picture two I set the DockWithinContainer to the panel witch will contains the added user control.
In addition, the gap between window border and the Tab is equal on every popup, even when the hole popup is smaller or bigger.

Thank you for the update. I have downloaded your sample and tried to run it. However I am unable to build it as it has dependencies that are not included. Do you have an more isolated version of the sample that you can send that we can run and debug?
