I have a screen with four charts. I have set the ig:SyncManager.SyncSettings property on all charts to the same string. All the charts are using a non-default tooltip (content control defined in the controls resources.)
The cross hairs show up on all the charts and the chart's tooltip shows up on the inital chart.
What I need is the tooltip to show up on all the charts at the same time.
Is this possible?
In the sample explorer there is a version that does this but not with custom tooltips.

I have been looking into your requirements and it seem that the behavior you have described is expected. In XamDataChart control, synchronization is the coordination of zooming, panning and crosshairs events between multiple charts and functionality for tooltip is not builtin it. If you want the functionality for tooltip to show up on all the charts at the same time, to be implemented for a future version of the XamDataChart, I can suggest submitting a new Product Idea.
Steps to create your idea:

if you use ItemTooltipLayer or CrosshairLayer these will sync with the sync channel.
As Graham suggested I created a short sample application that demonstrate how the functionality that you are looking for can be achieve with ItemTooltipLayer or CrosshairLayer.
