I've got 2013 and 2015 platforms installed on my machine, and need to remove them as part of troubleshooting a windows upgrade. Is there a bulk uninstaller somewhere? It's tedious to step through and uninstall each of the 25+ entries created by the install.

I understand this sums up to above 25 entries :) Unfortunately there is not a bulk uninstaller, so you will need to do this one by one. Please let me know if you have further questions.
I develop for several platforms, so I had all the different package pieces installed for 2 different versions. Take your screenshot above and add entries for Winforms, WPF, Silverlight, Xamarin, Reporting, Ignite, etc., both version utilities, all the help files and samples, etc, etc. Uninstalling the winforms still leaves its help & samples entries, for example, so I need to click through and uninstall each one. Was tedious, and since it looks like I will need to do again on another machine, was looking for a bulk removal option (I still can't get rid of some 2013 help & samples entries, but that's a different thread).

I am not sure what are these 25+ entries that you refer to. The Infragistics products has just one entity for each version, so you can select that and uninstall it from the Programs and Features page in Windows, please see the screenshot below:
