At this point, we provide a splitter component as a part of the Ignite UI for JavaScript toolset only. In case that you would like to see it implemented in any of the future releases for Ignite UI for Angular, what I can suggest is logging a new feature request in our GitHub repository. This will give you the opportunity to communicate directly with our product managers and development team.
