I am having an issue with the popover control's direction when adding it to a element inside of a grid.
I have the direction set to 'auto' and the position set to 'balanced' but when i hover over my <div> to show the popover, most of the time, it shows below the element, and outside of the viewable window, if there is a scroll to the page. I would assume for the popover to show above or below the element it's attached to, depending on the viewable space. If i change the page size to 50+, this happens all the time.

You're correct. The behavior differs from the one 15.1.
I've logged an internal issue with Development ID 230963 in order to investigate this change in behavior.
I also created a case on your behalf with number CAS-180323-F8Y6F6, so that you can be notified when there is a resolution for the issue.

This did correct my placement issue.
Just any FYI... with version 2015.1, a viewable state container wasn't needed.
I replaced my infragistics.lob.js and infragistics.core.js from version 2016.2 to 2015.1 and my issues seem to have gone away.
What you see is related to the containment of the igPopover, which by default is the window dimensions, not the viewport.
To have it working for the viewport you need to create an additional DIV that will span the viewable area and set it as a containment for the igPopover.
I'm attaching a sample to demonstrate the suggested approach.
