two scales on a radial gauge

Hi.

 

I put two concentric scales on a radial gauge.

There are two needle markers, one shorter (for the inner scale), one longer (for the outer scale).

If I add the outermost scale first, the longer needle is displayed under (in z-order) the innermost gauge.

If I add the innermost scale first, the longer needle appears on top of the shorter needle, hiding it when they overlap.

I would think that the needles should always appear on top of any scale, but this does not seem to be the case.

Is there a way to make it work as expected?
