Copying PDF from Foxit Reader

Hello

I am working on a solution to upload PDF files that we edit with Foxit PDF Reader to a folder on our SharePoint site.  The file can easily be opened in SharePlus, and it stays in "Local Files." 

The issue arises when I try to Copy this PDF to one of our SharePoint folders.  I get the error message "This action is not available for the selected content." When I tap Get Support, I get the following:

Another thing worth mentioning is I am signed in through an external user that has Edit access to the site.
Anyone have any thoughts on this?
