I need to impliment the graph from the snippet. Notice the values for the top 2 bars 3,896,897 and 80. The major gridline value seems to be based on both values. How do I achieve this using Bar Chart?

The reason this code doesn't render for Composite Chart is because it's missing some prerequisites such as Series and ChartLayer. You can see more about these prerequisites in the About Composite Charts.
Since you already have code for a Bar Chart I can offer you this sample application which uses a logarithmic axis which is preferred when plotting very disparate data side-by-side which is the case with the data of the chart from the original post.
You can see the result in the ChartImages folder and in order for the application to be executed the Infragistics45.WebUI.UltraWebChart and Infragistics45.WebUI.Shared dll have to be added to the Bin folder of the sample. They are found inside the Infragistics\2019.1\ASP.NET\CLR4.5\Bin folder. The version of the dlls has to be changed from Version=19.1.20191.220 to the version you have installed.
